Serves as one of five statewide-elected regulators overseeing electric, natural gas, water, wastewater, and telephone utilities, as well as securities regulation, corporate filings, and railroad and pipeline safety, for the State of Arizona.
Opened a docket on the first day in office to modernize Arizona's ratemaking process, leading to the Commission's 2024 adoption of a Formula Rate Plan Policy that reduces regulatory lag, improves transparency for the Commission, utilities, and ratepayers, and helps create a stable investment environment to bolster natural gas and nuclear generation development in the state.
Launched formal Commission inquiries in 2025 into expanding natural gas infrastructure and nuclear energy generation to diversify and strengthen Arizona's long-term energy resource mix.
Championed the Commission's "Advancing Nuclear Power Generation in Arizona" workshop series alongside Commissioner René Lopez, with participation from APS, SRP, TEP, X-energy, the Nuclear Energy Institute (NEI), the U.S. DOE's Gateway for Accelerated Innovation in Nuclear (GAIN) program, the U.S. Department of Energy (DOE), and the Governor's Office of Resiliency to position Arizona for advanced nuclear development.
Championed a natural gas development workshop series to evaluate expanding in-state gas generation capacity, with participation from the National Energy Dominance Council and the Federal Energy Regulatory Commission (FERC).
Advanced a consistent record of regulatory stability by prioritizing core ratemaking functions and predictable rulings, and by proposing and supporting amendments that reduce rate increases and eliminate unnecessary utility subsidies.
Established and has chaired an annual Utility Wildfire Mitigation Special Meeting and Town Hall each year, addressing utility wildfire risk mitigation planning statewide.
Engaged on emerging load-growth issues at both the state and national levels, including the regulatory challenges posed by data centers and large industrial customers.

Leads a committee of state regulators from 13 Western states embedding state interests into the governance, market design, and operation of SPP's Markets+, a day-ahead energy market in the West slated to go live in 2027.
Previously served on the Markets+ Greenhouse Gas Task Force and the Resource Adequacy Task Force, working to keep Arizona's grid reliable without shifting the cost of other states' renewable energy mandates onto Arizona ratepayers.
